Description
Own the past; own the future.
The shikoyoku office looks after Imperial records, and makes sure that the truth of history is known to all. In the process, of course, the justifications of rebels and traitors are shown to be lies, which helps make the local population certain of where their loyalties should lie. The office also helps with the recruitment of ishin-shishi. The "men of high purpose" of the ishin-shishi were the most vociferous supporters of the Emperor, and used history and tradition to justify their viewpoint. Oddly, the "historical office" or shikoyoku had been established by the Tokugawas to formalise the study of Japanese history. But tradition can be used by more than one group of people, and the ishin-shishi used the historical record with more skill. Clever use of history did, however, mean that the Shogun's supporters could be reconciled to the Emperor's final triumph. It was not, after all, new, but a return to an older tradition; even the Shogun's servants had always been loyal to the Imperial throne.
