Encourage (Sea)
This ability can only be used by the o ataka bune and the flagship named "Nihon Maru". These command ships can encourage the crews of friendly ships within a certain range to increase the violence of their melee attack and defence, improve their reload skill and accuracy. Once used, the ships will be encouraged for a short time before the ability burns out. It is then unavailable for a fixed period, thereby limiting exploitability.
